Los Angeles drivers have accepted long delays in rush hour travel. Why does the rest of the country have to?

Morning in the Los Angeles-area there is often fog in the hills without toll motorways were passed over. 30-50 miles inland there is still fog between the hills, and accidents in the morning without toll motorways and major often near the fog across the region. In the afternoon, the back ups are two-three hours standard for all but the shortest commute. With other places why should adopt / accept this type of situation or without geographic problems. I personally don 't have an extra 4 hours each day, not to mention non-commute travel.

LA is trying to address this problem by expanding its rail system and improving rapid transit bus service, but there is too much opposition from special interests, so it is very difficult.
