Dividing a condo into two condos?

I have owned a horizontal (bed + 2 bath + den or 2) in Maryland. It has two entrances, one from the kitchen and regulate. I know if I can separate this into two separate units. I want to b? Physically build? a new kitchen and make a den as a separate unit? I can rent it. There are laws against it or anything? I have to check with the council or the management of the horizontal property?

    For local codes you will have to check with the city for local codes you will have to be fined.
    The city for local codes you dont want to be fined.
