Yes you can.
If you google: requirments to travel to australia you will be fine.
As a Perm. Resident this allows him to stay in the US not travel on it… But, the Australian Embassy would surly take that into consideration.

Yes you can definitely travel to AUS on a Lebanese passport. But you will have to go to AUS embassy in US and apply to get AUS visitor visa.

The list that you saw is most likely the application at the nearest australian embassy the passports eligible to apply for visa if you have the burgundy passportthe old red one.
