Can foreigners get a mortgage loan in the US and invest in real estate without Permanent Residence?

I am pretty sure this is possible, but I want to make sure. Basically, the person I know is from another country and does not live in the US and wants to buy real estate, specifically a house to rent out and for others to manage in the US. He besides a visitors Visa to the US, does not have any other relation with the US at this time. Is this possible?
Also, if this is possible, what are the requirements for a person who wants a loan in this situation and does anyone know any good lenders?

I am nearly sure that this is Possible as long as the Assets stay in the USA.
I am sure that the Bank and Mortgage Bank have all the Legal Documents ready for this type of transaction.

I hope not. It would be sad if a foreigner could get it and most americans cant even get a loan for a house to actually live in.
